Mebbe 'Hal Martin' can use HagHil's case as precedent ---
since he says that there was no "INTENT" to betray his country.
I don't see how the 'authorities' can prosecute anyone ever again when they failed to prosecute prima facie the pattern of theft and SALES of 'government secrets'by a then-State Department official.
In fact, 'authorities' no longer have "the power or right to give orders, make decisions, and enforce obedience" when they prove themselves publicly as lawless as those they fail to prosecute.

Among the classified documents found with Martin, according to the Justice Department, were six that contain sensitive intelligence - meaning they were produced through sensitive government sources or methods that are critical to national security - and date back to 2014. Martin has been in custody since a court appearance in August, when he was arrested.
