film noir is undefinable,you don't necessarily need a feme fatale or shady desolate street to make one, its basic theme is nihilism and i'd argue big lebowsky is a film noir and shawshank redemption, also call space Odyssey

Check out Red Rock West. Very good as is Blood Simple. Touch of Evil gets my best of vote.
