Most advanced rocket program in 1940s was Germany's. When Germany lost WW2, both USA and GErmany jumped in to take all achievement and both space programs rode on that.

KGB was working very hard tryingto steal tech blueprints from West.
Russians bought their communication tech from Finland.
Computers. They forced Poland and other Warsaw pact colonies to sell their computer and even telephones production based on Western tech, knowledge and loans. Or bought from Yugoslavia, where it was also produced with interacton with the West.

Cars. All models were copied from Western cars. Soviets were even unable to build basic consumer car factory. Italian Fiat build it for them as joint project and then Soviets just broke all contracts and took total ownership of it.

This will open the door to remedies for congenital diseases on the basis of Cas9-protein technology that functions like scissors for cleaving DNA molecules. It will also lead to better knowledge about the early development stages of human embryos, which is of great importance for addressing infertility problems and correcting disorders in human development. The technology has the potential for an impact not only in genetics but also in agriculture, in areas such as promoting drought tolerance and disease resistance in plants to protect and increase crop yields. Big steps will also be made in synthetic biology. Lithuanian scientists contributed to the discovery of the genome-editing tool.

It isn't that they are not good in inventing. It's just that they have no incentive. Their scientists used to get paid as much as a garbage collector. Why be special and invent something. If you do, the Government would expect that from you all the time. That was the mentality then. Who knows now. Maybe there is more incentive to produce other than Siberia....
