Last week the Queen was reported to be battling a cold. It could be that she is still feeling under the weather and not able to participate in any public New Year's Eve services.

Although at her age, a cold could could easily turn into pneumonia. People at that age often die as a result of pneumonia, even with the best medical care, which Her Majesty would most certainly have access to.
