On Wednesday, President Obama added another prestigious medal to his Nobel Prize collection when he had Defense Secretary Ash Carter award him with the Department of Defense Medal for Distinguished Public Service.

As distasteful as this is, Both George W. Bush and Bill Clinton also did the same exact thing.

Simple Question: why doesn't congress control these medals?

PS yes I know there was another thread on this, however I am asking a serious if not simple question here, why isn't Congress overseeing this award?
