If a convicted killer can get free cosmetic surgery, than there should be free penis implants and breast implants for all citizens 18 or older. Say it is a health issue and will boost their sense of well being and confidence.

25% of law abiding male citizens cannot afford condoms, viagara or any form of performance enhancement wether sex-related or muscle mass/diet. A sex change is no way any more important than any other personal matter. This complaint isnt at the top of the list of things americans need but still. Anyway if people were honest, they would admit sex is the most important thing to everyone.
