Need to understand how things work in government....trump won't do either...he will request for updates to be made and Pentagon and joint chiefs will either make it happen or not. This is how presidents including the bullshit one in office currently have a scape goat....from Congress to budgets there is always someone else to blame...he can only adjust sails abit and let the wind do as it pleases.
