for the longest time it has been disputted wether or not it was ever ratified or not but in 2016 researchers found enough evidence to prove in any court of law that it was lawfully ratified and Im sure that this evidence will make its way to him but since he relys on the attorneys im not sure if he will be able to make the determination for himself.

i suppose if it is all presented to him in a way he can comprehend it, he will be able to but if he turns to any attorney (atorner) they are adversary because it outlaws them.
