Do they not patrol the area and inspect it everyday during the rainy season? I guess not, that would take common sense, which is in short supply in California. I don't think it got like that overnight, did it? They focus on the levy breaks which happen pretty often. I've seen parks there with water over the lampposts, flooding into downtown
