The fact that they are not even doing a test of the spillway right now... this sets off alarm bells.
Oroville is at 836 feet and they were supposed to open spillway at 835 feet.
Can the spillway even be opened?

The DNR has publicly said that they want the lake at a MINIMUM of 848 at the end of March, and if possible want it higher than that by the end of the season though they gave no maximum height. There is a link to their Press Release on that issue 3 or 4 pages back. They can open it at 835, nobody said they supposed to. LOL
