Could someone explain how it is possible for the inflows to exceed the outflows by over a thousand cubic feet per second for over two hours and the storage number NOT change?

From here, the water can go to 2 different places: the Feather River, and also to something called the "thermolito forebay." The thermolito forebay eventually gets released BACK into the Feather River. Just look at a map. I am going to guess (and from what I have gathered from other posts) that the outflows are measured in TWO places: ONE - water released from the diversion pool and into the Feather River TWO - wather released from the forebay and into the Feather River you add up One and Two and that is the TOTAL amount of outflows. However I could be wrong (SO, how full is the Diversion Pool and also the Forebay??!!)
