But....if water is coming from the lake...then it will build pressure up to the lake pressure at that depth. So, grouting near the lake might be a good idea, but grouting on the downhill side might just transfer a huge force to the “outside “ edge. Maybe grouting there might just blow out a chunk? |

Correct, without a sufficient electrical load they will overspeed and the turbine blades will stretch and twist and break or even explode from the rotational forces. |

The power input to the rotor is significant I might add. I suspect they may be able to use power from one turbine output to energize the next, cascading down the line.
