Not like they had some special powers, but to see how they have operated.
Regarding the actual exploits, some of them may be known to some people, they have knowledge of them and have not reported it, its okayish, but using them is ... something.
They knew the exploits in the AV, how to use the network equipment... Obviously they have some experts to teach them, but really nothing special, anyone with budget like them can get the same.

But yet, they used more or less the same standard procedures and tools that any IT is using to do the things that not many IT people would even consider doing it(I may know how to mask network traffic, but to do it? No, thanks.).

Giving standard tools to the people that are working on the exploitation of those tools is amateur. It was just a matter of time when one of these guys will get EVERYTHING that CIA has. And probably EVERYTHING is out of their possession, it is just now question how brave are people to get it out.
