I know that this sounds easy and is probably be the biggest "lift" facing President Trump.

Considering the hundreds of billions of $$$ at stake, Trump will likely face an unprescedented push back with the potential to manifest in dangerous ways.

Therefore, I would propose the following option.

As he did with other industry leaders, etc., he should gather the CEOs of the top dozen or so defense contractors together and give them a "bad news" "good news" plan of action.

First tell them all that the "golden spigot" is henceforth turned off. All current government contracts will be reasonable suspended and all projects now in the "pipeline" are hereby canceled [Note to POTUS: SS detail presence should be doubled for this meeting....half joking].

Before their collective heads begin to explode, tell them that they are first in line for his TWO BILLION $$$ "Infrastructure Program", a.k.a. his "Swords to Plowshares Program".

The Centerpieces of this Program will be the biggest, fastest, most extensive and modern HIGH SPEED RAIL Project which, upon completion, will entail a passenger and freight system linking every major decaying and dying city in the Country.
