HAARP in action in Ohio this morning! (pics)

I work outside, so as I'm having coffee each morning, I check out the days weather forecast on my Storm app. I have it set to show wind stream and direction, cloud/rain cover, and mileage. Icy cold and snow are usually depicted in blue. So as I'm looking at the app this morning, I noticed some blue, but I also noticed what looked like a weird circular shape to the blue.

Then I began to remove the mileage and rain/cloud overlays to get a better view of the blue circle:

....then I removed the wind stream overlay:

I thought, "WTF?? Is this a HAARP signature?" So I looked outside and the sky was crystal clear. Not a cloud in sight, nor any overcast. I went back inside to the Storm app, zoomed out to see if the remaining blue concentric circles would change, but they remained. In fact, I panned all over the entire USA and other than some small storm activity here and there, these blue concentric rings were only visible here in Ohio:

Then, suddenly, the HAARP rings disappeared:

I considered that this could be a glitch in the app, but I have been using this same app for several years and have never seen this before. I even panned all across the country with it, zoomed in and out, closed the app and relaunched it, but the blue HAARP weather rings remained.

Pretty interesting. I've never seen HAARP in action right where I live.
