I'm sure they did have steam pumps.
They were also playing with harnessing electricity to do things like creating arcs of voltage from rods attached to temples. That's what I remember reading.

They had so much slave labor it wouldn't have occurred to them to create work machines, but I'm surprised they didn't take this stuff further just for the fascination.
