The gunman, who was identified as 39-year-old Kori Ali Muhammad, told police he hated white people and yelled "Allahu Akbar" (God is Great) as he was being detained. All three victims in Tuesday's killings were white.

He could also be an operative from CIA, FBI, MI-6, or Mossad framing the muslims for an attack. Like you said, it probably is just what the story says, but sometimes there is more to meet the eye, like the 3 guys in black tactical gear that did the 12/2/15 San Bernardino shooting or the several guys in the black tactical gear that did the paris nightclub shootings, for example. In this world, framing other people for a crime is becoming a global pasttime like baseball to the americans.
