Most signals are received and recorded using a software defined radio such as the RTL-SDR, Airspy, SDRPlay, HackRF, BladeRF, Funcube Dongle, USRP or others. I havent seen it blocked like this before There are so many frequencies they can use, it wouldn't make sense to jam just one. It is usually the British or Australian radars causing these.
