Strange isn't it
In a terror attack the number of dead can be stated without their identities confirmed
In an incident where government are seen to be directly responsible, the number of dead cannot be stated without their identities confirmed

A bit harder when a building with hundreds of people is burned to the ground - and there is no official record of how many live there - given the bodies are essentially created. Sure the censors register would know, well unless of course 100's or more was living there Illegally.. Can I just throw this one in Phone records/gps
