They had to be so excited that the Department of Education made it that no matter what the schools have to pass everyone to keep funding coming in, so now they can even get the children who can't read a kindergarten book or can't even do basic math passed. See they feel that though their children may still be dumb as a stump at least now they don't have to do anything at home to help their uncontrollable, violent brats get a edujumakation.
