Could have been there to plant explosives. Could have been bad, could be deemed just a confused of location diver. Either way it still could be decoy for the diver as well, confused or drunk diver, hear that alot any more for a fob off for things done that were bad. I do not think it is possible for a diver to get that close to a naval base due to confusion. And if the diver was confused, they would be on the surface at that point, looking around and asking for assistance. There is something nefarious about it -- criminal or stupid -- but nefarious.
