Could have been a decoy drawing attention to that direction to get it off another one.
Could have been there to plant explosives.
Could have been bad, could be deemed just a confused of location diver.
Either way it still could be decoy for the diver as well, confused or drunk diver, hear that alot any more for a fob off for things done that were bad.

And if the diver was confused, they would be on the surface at that point, looking around and asking for assistance.

There is something nefarious about it -- criminal or stupid -- but nefarious.

Surely they would know if a Navy diver was in the water doing inspections or training, right?

Vision in these waters is horrible, 18" in a lot of places.
Doesn't seem logical for someone to be diving here, without purpose.

My son is a Navy diver stationed at this base. Currently, on assignment elsewhere.
