They combined street level agitation with covert "deep state" activities to make countries such as Spain, Italy, Germany and England virtually ungovernable. Out of this arose dictators like Mussolini, Franco and Hitler who began to round up and arrest these communists and restore order. In essence, it was communist agitation, identical to what we are seeing in the US today, that necessitated a certain degree of fascism by the various European leadership simply to keep their respective countries governable. Leaderships were faces with two choices, either to back down and allow the communists to run roughshod over their democracies or to toughen up and begin cracking heads and jailing people. The US is quickly hurdling towards that same stark choice.
