The governor signed a 'proclamation' declaring an 'education day' for contemplation and focusing on education, charity, and acts of kindness. It specifically says the SINGLE DAY is for CONTEMPLATION of the 'seven laws'. Not 'PROCLAIMING THEM VALID' and saying 'non goos' are bound by them.

Do not curse your Creator.
No matter how angry you may be, do not take it out verbally against your Creator.
Do not murder.

Do not eat a limb of a living animal.
Respect the life of all G‑d’s creatures. As intelligent beings, we have a duty not to cause undue pain to other creatures.
Do not steal.

Incest, adultery, rape and homo relations are forbidden.

The family unit is the foundation of human society.
Establish courts of law and ensure justice in our world.

Almost all of these 'laws' are common sense.
