Two thoughts as a regular open carry citizen with occasional concealed carry: 1. A properly functioning gun in a proper holster is considered safe. There is no possibility of negligent discharge unless one makes the mistake of administrative handling while out and about.
2. A gun without one in the chamber is about as useful as a rock. Folks incorrectly believe they'll have both time and ability to rack a round successfully, which assumes your arms have not taken hits and you aren't having to fight the threat off your person. Most self defense shootouts occur within 8 yards and adrenaline ruins fine motor control meaning you may get a malfunction.
