That really doesn't tell us WHY they won't help. Just that they didn't in one case.
In the main, they won't help you when you are attacked for the simple reason that people generally don't attack others right in front of the police.
You are on your own that way. Always.
Be ready for that.

That is the whole point of the video. The motto on the police department in my town says "To Protect and To Serve". Hillary's motto was "Forward Together" or some shit. Means nothing.
