Why are they sealed ?

Usually comes down to not wanting to tip off the person that they are under scrutiny thus allowing them to run, destroy evidence, etc... Also some are sealed so as to not tip off accomplices that they may be under scrutiny before the prosecutor can gather enough evidence for an indictment...
