When you say salmon numbers have collapsed, you need to state where they have collapsed. Perhaps they have collapsed in CA and OR but they have done nothing of the sort in Alaska. The largest Sockeye salmon run in the world, Bristal Bay Alaska, just had the largest run in its history, going back more than 100 years. Also, Kodiak had a fantastic fall season for pinks salmon. Also, many of the other Alaska Salmon areas did quit well. So please specify the location you are talking about.

So are you saying this giant tidal pool should have NO SIGNS OF LIFE and never had any life.

With independent sources saying categorically that radiation levels are way below worrying levels --- city readings ---- one needs to examine evidence to the contrary very carefully .
