I doubt she's wearing an ankle holster, and think it looks like a gps ankle monitor. She looks pretty stressed in the photo. According to this site, the monitor tracks location, and the boundary can change - for example during the day, the permissible area can include a work site in downtown D.C. for instance , and in the evenings, any movements beyond the home are alerted etc.:

She sure as hell should be. I don't know why she isn't in prison yet. Many Americans are in prison for mishandling classified information, that made a little mistake. She knowingly sent many classified documents over an unsecured system. With any luck at all, assuming someone on the government payroll has some balls, Huma and Hitlery will both rot in a prison cell, the rot in hell. The former employer should be there too. Oblabla sent and received emails from Shitlery's unsecured server.

I think the #bootclub is about knowing where people are vs. maintaining strict pre-trial release conditions. These scum are gonna get wrapped up some random morning at 4 am with a black sack over their head and the distinct sensation of being alone shackled to the floor of a small jet.
