Though the media refused to report on it then, in the 1960's the blacks had to kill a random white person in order to join the Black Panthers.
This is probably just a Panther recruitment drive.

With the insane levels of violence in Chicago, I suppose it might be easy to miss a black serial killer targeting white victims. I doubt the Chicago PD has the resources to properly investigate every homicide.
