Mitch McConnell is absolutely a swamp rat, and I'd love nothing more than to see him (along with many others) prosecuted for Treason against the people of the United States.

However, the rules force him to vote no. In order to recall the vote at a later date, the majority speaker has to vote on the majority side of the vote. Had he voted yes, the measure would have still failed and he would not be able to recall it later on.
I did it. I did it on purpose. And I'll do it again.
