She mentioned on Hannity that the release of the OIG report has been pushed up according to her sources and would likely be released before the end of the month of January.

Could this be to coincide with the State of the Union address?

The OIG report will be comprehensive and non partisan. The previous State Dept OIGeport on Clinton emails was the most damning statement on her ever released:
