Biological weapons are extremely hard to make and expensive. NTAs on the other hand are easy to make and last a long long time. If a terrorist is planning on exterminating a lot of people they would use an NTA, not a biological weapon.

For you that don't know what an NTA is: Non Traditional Chemical agent. One drop on concrete lasts for over 10,000 years. It is the scariest shit I have ever seen.
