People in the US don't know the shortages and availability other countries have gotten used to. Lots of civilised countries it is "what's available" for awhile now. Weather extremes are harder on people who were "dieting on the edge of shortage" already. They hazard hearing "oops! Outta oil!" and that's just it. Here, there are so many ready and willing to smuggle anything that has a market value through any place of entry, its harder to run us down like that.
