Mueller is limited to any matters within the scope of 28 CFR § 600.4(a). Mueller's hands are completely tied, and this was done intentionally. I have no doubt that a lot of guilty people are being protected here.

(a)Original jurisdiction. The jurisdiction of a Special Counsel shall be established by the Attorney General. The Special Counsel will be provided with a specific factual statement of the matter to be investigated. The jurisdiction of a Special Counsel shall also include the authority to investigate and prosecute federal crimes committed in the course of, and with intent to interfere with, the Special Counsel's investigation, such as perjury, obstruction of justice, destruction of evidence, and intimidation of witnesses; and to conduct appeals arising out of the matter being investigated and/or prosecuted.

The Mueller investigation is like this...

There's been a murder. The police ask a detective to investigate one suspect while ignoring all the other possible suspects. If that one suspect is found innocent, the case will be closed without any further investigation.

And the other suspects are family members of the police chief.

Muellers job is to destroy evidence of wrong doing.

No he will not be investigating the imaginary "crimes" in your head. Sorry.

Investigations go where the evidence takes them.

It should be obvious that this investigation is not focused solely on the Trump campaign; just look at the latest indictments.
