The Standard Operating Procedure for active shooter response is first on scene, first in the building. Hunt and stop the threat, period! I had that training over two years ago and my department does not provide new training quickly. We do not wait on Spec. Ops., we do not stop and help the bleeders, our mission is to stop the threat. Our local Fire Department, (small town), has trained for this type of response and has equipped themselves with helmets and vests so that they can do triage in a "hot zone" under the protection of secondary responders. The DOJ drives this training and it's hard to believe it missed the entire BCSO. There are a number of things coming out of this incident that warrant a closer look.
