It was a terror attack by ISIS. Paddock was recruited by ISIS during a hunting trip in the Philippines. He purchased so many guns because he expected a bunch of ISIS followers to fly in and join him. That obviously never happened. The entire attack was livestreamed to someone in the Philippines.
The authorities kept it all secret because no one wants to scare away tourism in Vegas. No one wants ISIS credited with pulling this off.
