Well, after having your Presidency sabotaged for the first big chunk of it....it may be wiser to hold off so you don't look like a tyrant. That's my only guess....and it is a guess. There is nothing he can do to not look like a tyrant to the libtards. They have called him Hitler, a Russian stooge, and worse...and it has never slowed down. i would think the "not looking like a tyrant" ship has sailed, no matter what he does. He could cure every disease known to man, give everyone a million dollars and they'd spin it into "he's the devil in disguise." Not sure what's going on here, but I doubt it's because he's worried about looking like a tyrant.
