I can't tell you which person put it up. I had to do with all the laws broken and it did mention other people involved, they did not name them. Saying "NSA should simply be considered Domestic CIA", seriously makes me question the sources credibility!

NSA is worldwide SIGINT collection and analysis. CIA is mostly foreign HUMINT collection and analysis. Comparing the two organizations missions is really an apples and oranges comparison in the intel community. NSA falls under DoD, and primarily focuses on foreign (not domestic) threats. The FBI would be the CIA's "domestic" counterpart.
