Very few people actually turned in their gold coins. The only reason why FDR passed the executive order was so he could re-value gold from $20 an ounce to $35 an ounce in order to increase the national debt.

Because, at the time the government was required to hold as much gold as they had debt, by nearly doubling the price of gold he was able to double the national debt. Increase his deficit spending.
