Mikelle Biggs Kidnapped from Mesa, Arizona 1999

Anyone growing up in the late nineties in Arizona remembers an 11 year old girl by the name of Mikelle Biggs that was kidnapped and never found, apparently as of just yesterday the Mesa PD got a tip regarding a message left on the back of a one dollar bill. Mikelle biggs was kidnapped while riding her bike and waiting for the ice cream man, the tip happened to come in from wisconsin, over 1700 miles away 20 years later. What does everyone think?
