This basically defunds planned parenthood for the next 6 months.

SEC. 810. No funds available for obligation or ex-penditure by the District of Columbia government under
any authority shall be expended for any abortion except where the life of the mother would be endangered if the fetus were carried to term or where the pregnancy is the result of an act of rape or incest.

Planned Parenthood can't use ANY of the 500,000 million set asside for them in the bill unless the mother meats the above criteria... then they must request the money for those operations that meet the criteria, then the Instpector General may have to investigate to verify that the criteria was met before dispersing the funds.

Bye bye Planned Parenthood!
