I support Trump, and the wall, but you read a lot more into that tweet than I can see.

Is it wishful thinking, or are you just looking for attention?

here: The $1.3 trillion omnibus spending bill $1.6 billion for “fencing” and “levees” on the Southwest Border.

But, It did not SPECIFY the Military budget.
They can not DICTATE the Military budget... that is a different line item.

Much can be done with the $1.6 Billion given to building and fixing the border wall. It is just a down payment. Work will start immediately. The rest of the money will come - and remember DACA, the Democrats abandoned you (but we will not)!

The omnibus budget says on page 394:

SEC. 9011. Up to $500,000,000 of funds appropriated by this Act for the Defense Security Cooperation Agency in ‘‘Operation and Maintenance, Defense-Wide’’ may be used to provide assistance to the Government of Jordan to support the armed forces of Jordan and to enhance security along its borders

"Up to" would indicate to me that it is, indeed, discretionary. The legality of most things is determined by the precision of the language. If this, or similar language is used, then I would think these expenditures are not written in stone.
