Hell is the state of being far removed from Gods love. The lost souls roam about in grief or anger because they do not feel Gods love. But if they repent they can return to the spirit realm of heaven. You do not need to feel like being tormented is the only reason to serve God. He is merciful and loving and does not want anyone to suffer torment of any kind. He is willing to take back even the lost or condemned souls that are repentant even after they have lost their body vessel. The reason to serve God is out of his love not fear of punishment.
