It was the white hats in the FBI/CIA/NSA and DIA (Defense Intelligence Agency) out to crush the runaway military industrial complex President Ike warned about in his departure speech. The military industrial complex IS the swamp an it was about to bubble to the surface and end the United States as a constitutional republic in a one-day coup as soon as Hillary was sworn in.
