Something that confuses me about the bible.

Romans 13 Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.
2 Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.
I want to please God, but I'm having trouble accepting the part in bold.
Can anyone shed any light on this?
Quoting: Harabec It's a farce placed there by the Roman Catholic Church so that they can proclaim themselves as the vicars of God. Ignore it. They chose and ordained themselves. God did not anoint them with his divine seal.
