There's an exception, which can be in Daniels 3, when King Nebuchadnezzar built a huge golden image and commanded all the people to fall down and worship it whenever they heard the sound of his musical herald. The awful penalty for disobeying the king’s order was then announced. Anyone who failed to bow and worship the image would be thrown into an immense, blazing furnace.

So as general rule, obey the laws, unless it's contrary to God's will.
