5G will already begin in Los Angeles towards the end of this year. What an easy place to test and perfect the effects of these frequencies in a place where bizarre behavior is accepted as normal anyway. They could fine tune the frequencies to drive people crazy and everyone would just chalk it up to "oh that's just LA for you. Bunch of creative nuts!" and quickly forget about it.
