Only Supreme Court is required by Constitution all other federal courts are inferior courts created by Congress and Congress is co-equl to President so can not create an agency that can supersede the President. Under the US Constitution the Supreme Court may declare a Presidential act not constitutional but the Supreme Court has zero enforcement authority, the only enforcement authority over President is impeachment by Congress. All this Mueller investigation stuff is just political theatre-- only impeachment by Congress can impact a President. |
