They were spying illegally using fisa queries against the NSA databases, and now apparently actual spies.When Admiral Rogers cut off their access to illegal NSA queries in spring of 2016, they manufactured accusations of Russians meddling, set up fake encounters with UK intelligence posing as russian associated people, and lied to a FISA judge to get "legal" access to continue spying.

It sounds like they had also been spying on Rand Paul. I would bet they were spying on Bernie Sanders to make sure he kept his part of the deal, and possibly Ted Cruz.

Not only was there no collusion, but there was no Russian meddling either. The story was made up to justify the FISA warrants when Rogers cought them spying illegally.
