No reason to pull out a gun to stop a fight. It's just common sense to not escalate the situation, plus you shouldn't pull your piece unless you're ready to use it at that moment.

Gun dropped did not fire and he was picking it up when shot. He had a carry permit. You pretty much have to have a cc permit to carry in Oregon, I had to do a waiting period for a shotgun in Portland one time. The west is weird lately most people have two carry permits because neighbor states don't reciprocal
